    Inspecting your backup power at home might require a bit of patience. Two Senate bills, Texas Senate Bill SB1252 and SB1202, were passed during the 89th Texas Legislative Session. But what are the benefits of these two bills? These two bills allow third-party professionals to inspect residential backup power systems in place of a citys building department, also known as the Authority Having Jurisdiction (AHJ). But how exactly does this work? The installer can choose to use either the local AHJ or a qualified third-party for plan review, inspection, or both. If a third-party is used, then the local codes must be requested from the AHJ. If the codes are not provided within two business days, the third-party would have to refer to the International Residential Code. As soon as the inspection is complete, the third party reaches out to AHJ and submits the documentation. The AHJ, however, has three witness days to issue the permit. Also, they dont have the power to change the plan review for work done by a third party. With this bill, projects can be done much more rapidly in just a few hours. Households no longer have to wait for city permitting offices for a long period of time. Also, its going to cost less to pay for these projects. This is because municipalities will not be able to request inspection fees for third-party reviews. Why were these bills introduced? One of the reasons why this bill was passed was to reduce the control cities have over energy projects. With third-party reviewers now available, local government no longer decides how quickly an application must be reviewed. Therefore, this makes cities have less influence over projects, giving more room for the third-party reviewers. Potential problems with this bill Although passing this bill comes with some advantages, households might encounter some challenges in the future. One of the biggest problems they might face is the low quality of inspection. A third-party might not follow due protocols like a city inspector, and this will lead to inconsistent application of safety standards. Also, because the third party is mostly hired and paid by the installer, they often give biased results just to keep their jobs. Therefore, they rush the inspection, give positive reviews, and approve plans quickly, even when things are not looking good. Another major problem they might encounter is the work timeline. Normally, the city is often given three complete days to respond as soon as the documentation has been submitted. However, a third-party review has no set deadline and can take advantage of it. They might end up becoming lackadaisical and doing their job past the time households have set for them. Also, if a poorly reviewed system fails or is damaged, the households suffer the consequences, as they might not be covered by insurance, similar to this ground-breaking renewable energy project in New York. What this bill means for the future of solar in Texas By shifting responsibilities from the city to installers and households, the quality of services received depends on the choice made. This bill can be a gateway to faster and more affordable solar installation if the right decisions are made. And by removing long permitting delays, Texas is in a position to expand clean energy more quickly among users in the state. However, the success of this bill is heavily dependent on the reliability of the third-party guys to ensure that they provide the best quality of services to each household. This bill might look risky, but it is in the best interest of the state. By removing this responsibility from the city, third parties are provided with more jobs, and households get to enjoy quick and quality services. However, households must make the best decision when seeking a third party, so they dont fall victim to mismanagement, just like this practical approach to clean energy by the US government.
